How to make games for VC?

Question

Right now, learn javascript and decided to make a toy for VC.Something like "rules of war" but for my level ie just have 6 buildings and several levels of upgrades for them and two of the resource for extraction and no multiplayer or battles.
A VERY simple game to development. I read the forums of the game but nothing good there to be found , many suggest making games on flash player , but flash in my opinion is the body and act inappropriately.Information on creating such games for VC is very small so that if you know the channels or sites explaining how to make a game of this plan for VC please give the link.

haxe as a language and code base.
the libraries like openfl, kha, Lux, b. disadvantage: this is for the games themselves.
export to html5 is really tough sometimes. but one codebase, it will be possible for Android version to release)
