You can limit Rigidbody.velocity simply by trimming the value to the maximum value.

Create a new universe where the speed of light would be slower :)

And so at least limit the application of force per unit time, multiplied by Time.deltaFixedTime . Unless, of course, you neglect the resistance, and so you have to apply force only once.
